Liz Crouse

Combining an advocate’s heart with a strategist’s mind, Liz knows how to help clients advance their mission and build value for their communities simultaneously.

Liz Crouse is a Senior Analyst in U3 Advisors’ Philadelphia office. A native of North Carolina and student of communications and professional writing at Elon University, her interest in planning issues can be traced to public policy work for Habitat For Humanity in Charlotte and Tacoma. Years of collaborating with neighborhood leaders and elected officials led her to pursue a Master’s degree in City and Regional Planning from Penn. One of her professors – U3 Advisors’ Shea O’Neill – exposed her to the firm’s work and approach which combines her passions for planning, policy, and equitable, targeted community development.

While working in Washington state policy and advocacy, Liz is passionate about engineering creative financing solutions for civic projects, drawing on her experience with philanthropic capital campaigns, public funding, and public-private partnerships. She served as a registered lobbyist in Washington state, partnering with members of its legislature to secure $14 million for a joint venture with the Pierce County Housing Authority—the largest investment in a single housing project in state history—to renovate 80 single-family homes and deliver hundreds of affordable rental units countywide. She has also worked with Washington’s congressional delegation to secure numerous direct appropriations and administrative grants.

Liz holds a Master of City and Regional Planning from the University of Pennsylvania, where she was a Weitzman Scholar, and a BA in Professional Writing and Rhetoric, magna cum laude, from Elon University.
