Gillian Tiley

Senior Analyst , Philadelphia Office

Gillian believes that places—no matter how small—hold big stories.

A big sister in a family of seven children, Gillian has learned the power of a good story. In her role as Senior Analyst, she leverages her data analysis and mixed-methods research skillsets to both uncover and empower the stories of anchor institutions and their surrounding communities. Seeing cities as deeply personal and full of meaning, Gillian brings a people-centered approach to her role at U3. Her work is guided by values of equity, inclusion, and collaboration—meaning she is dedicated to bringing as many voices to the table as possible throughout the planning and development processes.

Gillian’s work is grounded in a background in urban planning, where she specialized in data analysis, community development, and equitable transportation. Before coming to U3, Gillian helped Philadelphia-based community organizations pursue affordable housing development and conducted freelance research on female incarceration and the experiences of mothers and children on SEPTA, Philadelphia’s transit system. She is passionate about creating platforms for underrepresented voices to tell their stories and seeks to transform urban spaces—be it a small bus stop or an entire neighborhood—into vibrant, accessible assets for all.

Gillian holds a Bachelor of Arts in Geography and Political Science from the University of Vermont and a Master of City Planning from the University of Pennsylvania. In her free time, Gillian enjoys a strong cup of coffee, illustration, and long walks around the city.
