West Quad Bioscience Research Park Campus Plan

U3 Advisors’ predecessor, K. Backus & Associates, was retained by Case’s School of Medicine in 2004 to guide the planning and development process for a 14-acre, University-owned site located in the University Circle section of Cleveland.  U3A assisted Case to develop a plan for approximately 2 million square feet of academic and commercial biotechnology facilities to support collaborative research projects by the leading health care institutions in Cleveland.  To inform this effort, U3A completed a study of academic/private research parks in the United States and introduced Case to the leading developers of life sciences facilities.  U3A prepared and issued a Request for Qualifications to select a developer and master planner for the West Quad, and worked closely with Case in the selection of a development team.  U3A assisted Case to negotiate a development agreement with Forest City Enterprises.  Case put the project on hold due to budgetary and leadership issues.

Transportation Planning                                         

U3A managed the planning process for a loop transportation system to connect the West Quad to Case, the Cleveland Clinic, University Hospitals of Cleveland, and other project stakeholders. U3A developed the scope of work and managed the selection of a transportation engineering firm, which prepared a preliminary feasibility study of transportation options.  U3A also worked with Case to review strategies for implementing the plan’s first phase.
